Foreigner apprehended for unsolicited English lessons at canal

Saigon - A foreigner was apprehended by local police earlier today after countless complaints (14) were received regarding the unsolicited English lessons he provided at a local neighborhood.

According to authorities he casually walked along the canal with a couple of flashcards made of cardboard from beer boxes, while "teaching English" to no one in particular. This involved him shouting random words like "watermelon", "coconut" and quite inexplicably, "Osterholz-Scharmbeck", which is a small town in Northern Germany. Passersby tried their best to avoid eye contact but allegedly his erratic behavior made it nearly impossible.

"As per the assessment by our psychologist it can be confirmed that the man is in bad shape, not only mentally but physically as well. He clearly hasn't had much human contact in weeks but this does not justify him having walked along the canal shirtless, which we can confirm is a horrifying sight in it's own right. Nor does his mental condition justify creeping people out by holding out a flashcard with two poorly drawn stickmen and appearing out of thin air while whispering 'you, friend?' into the ears of various people who were merely enjoying their Sunday walk."

At press time the man was wrapping up a topic lesson on comparatives and superlatives in the hope of "scoring some cigarettes'" from fellow inmates or at the very least, avoiding being beaten up.

Story update:

Reports have just surfaced that neither of his aforementioned plans were successful.
